For the top to spin when the motor spins, theres a part inside the gear casing (the torque ring) which needs pressure applied on it. When the torque limiter was on it, the spring pushed against some ball bearings which in turn applied pressure on to the torque ring. Im guessing youre currently sitting with 16 loose ball bearings now too?
Where those ball bearings went there are eight holes going into the casing. In order to re-appply that pressure, probably the best thing to do is to tap 3-4 of the holes with an M5 tap and insert some small grub screws into those holes. Tighten them down until the shaft stops turning easily, then tighten them a bit more to eliminate any slippage from the torque ring. Once thats done, the shaft should only be able to turn if the motor is turning.
For reference if you dont have any, one option for grub screws is CPC, some of the 5mm deep ones:
