I usually begin with look, go to page 3 of your scenario because I already did the power-off/power-up thingy, the lights are NOT on, and Im absolutely sure all connections are in order since nobody has touched them for a year...
It helps that our provider can do (and will do) instant checks on the modem connection at the beginning of every time you call them. Last time I called (last week in fact) we found out that all uneven numbers in our street were down and the even numbers, except the last 3 which were down as well, were working fine. It was not a line problem but something to do with a database not working. I just LOVE a puzzled operator who happily admits hes got no clue at all but will do his best to fix it. It got fixed within the hour.
