Torque Of The Devil (series 1 heat E)'s rear 'weapon' might have counted as a flywheel, if it wasn't that then it was probably Daisy Chopper from series 3 heat N.

Allegedly it was Facet (series 3 heat O) with 48mph, although that was dependent on its gearing and I don't think they ever used the lower ratio.

Demolisher (series 1 heat D) claimed 40mph but that was basically a remote controlled car, so I'd be very skeptical of that :P the closest to a realistic top speed was probably Schumey in series 2 heat E, with 30mph, but the answer you're looking for is probably Facet XD
