Think I bought it/paid on a Tuesday night, it was dispatched on the Wednesday and arrived on the Thursday.

And now the voltmeter says the batteries from an Argos drill motor are 30v, I thought they were only 12v. Is this normal?

I would suggest not. Maximum rating fully charger should probably be around 16-18v I would suggest?

Is it only 1 pack you've soldered together and not 2?

I have not soldered them just bend the bits of metal attaching them together but I am sure I only used one pack. Do all the cells go in series?

The cells are 1.2v each, so the pack should be 10 cells for 12v. Although fully charged they will be more, but not double!
